FB49 is done at level 51 after you took all level 51 quests! If don't do this, then you end up with quests you have to do inside the fb and you have to make a party for this fb all over again.
So level up to 51, take all quests (check up on website which quests you have to take) and then do FB. You will get two tabs, the third you get when you are done with the first two bosses (means you have to leave the fb and go to Zoltan and come back to fb).
